The request proposes to permanently modify Technical Specification 3/4.3 to remove the Reactor Vessel Level Indication System (RVLIS) Limiting Condition for Operation action statement, to redefine the term Channel Calibration, and to replace a temporary jumper in the Auxiliary Feedwater actuation system with a permanently installed relay.

The New J.ersey Department of Environmental Protection's Bureau of Nuclear Engineering (BNE) has reviewed the request in accordance with the requirements of 10 CFR 50.91 (b) and has no comment.

NRC NUREG-1431, "Standard Technical Specifications Westinghouse Plants", was reviewed and compared to this *License Change Request.

The Standard Technical Specifications being utilized for the changes related to RVLIS, in effect allow the system to be out-Of-Service as long as other means are available to the operators for core cooling indication and a special report is filed with the NRC.

RVLIS has become a regulatory required system with virtually no operability requirements.

This is another potential work-around for Salem operators.
