The request** proposes to* temporarily modify Technical Specification 3/4. 7. 6 to.:allow Core Alterations while the Control Room Emergency Air Conditioning System (CREAS) is inoperable for extensive modifications, during Modes 5 and 6.

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering (BNE) has reviewed the request in accordance with the requirements of 10 CFR 50. 91 (b).

  • NRC NUREG-1431, Standard Technical Specifications Westinghouse Plants, was reviewed and compared to this License Change Request.

The State of New Jersey has determined that this change has minimal impact t'o plant operator safety, provided that the following recommendations are implemented.

1.

Maintaining the CAACS outside air intakes either isolated or capable of being manually isolated during the full duration of the modification to the CREAS.

2.

Restricting the commencement of the proposed modification until the Fuel Handling Building ventilation systemis fully restored.

3.

Restrictingdeliveries of :ammonium hydroxide until the Control Room Emergency Air Conditioning System modifications are completed.
