REQUEST FOR LICENSE AMENDMENT 125V BATTERY CHARGER SURVEILLANCE SALEM GENERATING STATION UNITS 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) hereby submits an application for amendment to Appendix A of Facility Operating Licenses DPR-70 (Unit 1) and DPR-75 (Unit 2).*
This is being filed in accordance with 10CFR50.90.
Pursuant to the requirements of 10CFR50.91(b) (1), PSE&G has provided a copy of this amendment request to the State of New Jersey.
This license amendment proposes to change the Salem Generating Station Units 1 and 2 Technical Specifications (TS) to lower the 125V Battery Charger surveillance amperage from at ieast 200 amps to at least 170 amps.
Salem is in the process of upgrading plant equipment to add greater reliability and resolve spare parts concerns.
As such, the 125V battery chargers are to be replaced during the present unit shutdown.
The proposed change is needed because supply cabling to the replacement battery chargers is calculated to limit charger output to less than the existing TS value.
The cabling does, however, have sufficient capacity to allow the replacement chargers to restore the battery from the design minimum charge to its fully charged state while supplying normal steady-state loads as required by the design basis.

- FEB 0 6 1996 Battery charger replacement for Salem Unit 1 is scheduled for March 28, 1996.
The replacement battery chargers may not be able to support the existing surveillance requirements.
Battery charger operability is required in all Modes.
It will take 3 days to implement the approved amendment.
In order to implement this license change to assure charger operability, PSE&G requests that this amendment request be approved before March 25, 1996.
PSE&G is also pursuing a hardware modification to the replacement chargers that would mitigate the impact on the AC input cabling.
However, the feasibility and schedule of this potential modification is such that it may not be possible to accomplish the necessary changes in support of the outlined replacement schedule.
A description of the requested amendment, supporting information and analyses for the change and the basis for a no significant hazards consideration determination are provided in Attachment 1.
The Technical Specification pages affected by the proposed change are marked-up in Attachment 2.
