10CFR50.59 EVALUATIONS DOCKET NO: 50-311 MONTH: NOVEMBER 1995 UNIT NAME: SALEM2 DATE: 12/10/95 COMPLETED BY: R.HELLER TELEPHONE: 609-339-5162 The following items were evaluated in-accordance with the-provisions ofthe*Code of Federal Regulations 10CFR50.59. The Station Operations Review Committee has reviewed and concurs with these evaluations.

1. Design Change Packages (DCP)

The reporting ofDCP related IOCFR50.59 evaluations is being modified to address these items only after they have been implemented and turned over to Operations. For the next several months, during this transition phase, we anticipate few new DCPs to report.

2. Procedures S2.0P-AR.ZZ-001 l(Q) "Control Console 2CC1; Fuel Handling Building S2.0P-SO.FHV-0001(Q) Ventilation Operation" (Revs. 12 & 4 respectively) This activity will allow the FHB supply fan to continue operating and thus the system to remain operable while administrative action is taken to monitor building temperatures~ The FHB Ventilation heating coil will be isolated and drained to preclude any equipment damage. UFSAR Section 9.4.3 states that the FHB is maintained between 60°F and l05°F.

The 40°F space temperature was justified in a previous safety evaluation, S-C-M900-MSE-0371-RO, based on equipment installed in the building. It states that, "provided the ambient temperatures do not fall below 35°F (Technical Specification minimum RWST temperature), no problems will be associated within the mechanical piping systems. No problems are associated with electrical cabling or junction boxes from low ambient temperatures." Specific components are also addressed in that evaluation. The previous evaluation concluded that the FHB supply fan should be shutdown when the bezel alarm came i~ and the heating water system examined for proper operation. This revision will allow continued operation until actual indoor ambient temperatures decrease to 40°F. Based on the system design, it is expected that the actual system*

Therefore, provided the indoor temperatures remain at or above 40°F, no safety implications will result from space ambient temperatures lower than the UFSAR design limit for the FHB. There is no reduction in the margin of safety as defined in the basis for any Technical Specification.

3. Temporary Modifications (TMOD)

TMOD95-065 "Fuel Handling Building Temporary Heat" Rev. 0 - The UFSAR (Section 9.4.3) describes the Fuel Handling (FH) area ventilation system. This description includes the details of the supply air subsystem, including the heating coil. The temperature of the FHB is maintained by use of a temperature control valve that regulates the flow of heating water through the FH supply heating coil to maintain the FHB at a minimum of approximately 60°F. The heating water system is not a redundant system. With the heating water system out of service and the FHB temperature below the low temperature alarm setpoint, the alarm response procedure directs shutdown of the FH supply fan. The shutdown of the supply fan will also cause one of the FH exhaust fans to be stopped and the TSAS will be entered.

This TMOD will add the use of electric resistance heating coils and fans as a back up to the heating water and associated controls. This will allow the FH supply fan to remain in service when heating water is unavailable precluding entry into the TSAS. The power for the electric heaters and fans will be provided by a portable. temporary diesel driven electric generator. This TMOD has no impact on the FH exhaust subsystem. Installation of the TMOD allows for continued operation of the supply fan thus allowing two exhaust fans to remain in service. There

TMOD95-066 "Install Fuel Handling Building Outside Air Probe" Rev. 0 -

The SAR, (Section 9.4.3) describes the Fuel Handling area ventilation system. This includes a description of the differential pressure controller and the additional alarms.

SAR Figures 9.4-3A and 9.4-3B show the differential pressure controller and the alarm switch with separate sensing lines. These separate lines are terminated in a covered pipe. This TMOD will connect the sensing lines into a common volume chamber. The chamber will be connected to an air probe by redundant sensing lines. The new sensing lines will be connected to the existing sensing lines just before the covered pipe. This modification will make the atmospheric reference portion of the system significantly .less sensitive to wind conditions which create localized pressure effects that are not representative of true ambient barometric pressure. Sensitivity to changes in actual barometric conditions will be unaffected. The changes being applied to accomplish this improvement are based on industry proven strategies whose bases are rooted in meteorological and fluid flow principles. This modification stabilizes the alarm and FHB ventilation control system, further ensuring released radioactive material will be filtered through the HEP A filters and charcoal adsorber prior to discharge to the atmosphere.

There is no reduction in the margin of safety as defined in the basis for any Technical Specification. (SORC 95-135)

SALEM GENERATING STATION MONTHLY OPERATING SUM1vlARY - UNIT 2 NOVEMBER 1995 SALEM UNIT No.* 2 The Unit remained shutdown for the entire period. According to commitments from PSE&G and a subsequent confirmatory action letter from the NRC, both Units will remain shutdown pending completion of the following actions:

  • Appropriately address long standing equipment reliability and operability issues
