ASME CODE CASE N-539 SALEM GENERATING STATION UNIT NOS. 1 & 2 HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NOS. DPR-70, DPR-75 & NPF-57 DOCKET NOS. 50-272, 50-311 & 50-354 Public Service Electric and Gas Company (PSE&G) requests approval, in accordance with the requirements of 10CFR50.55a(a) (3), to use American Society Of Mechanical Engineers (ASME) Code Case N-539, "UNS N08367 (Cast Alloy CN-3MN) in Class 2 and 3 Valves,Section III, Division 1 11 (Copy Attached)_
for Salem Generating Station Unit Nos. 1 and 2 and Hope Creek Generating Station.
The use of this Code Case is not presently referenced in NRC Regulatory Guide 1.84, "Design and Fabrication Code Case Acceptability -

Revision 30 dated October, 1994.
Code Case N-539 provides the ANSI B16.34 requisite pressure-temperature ratings of the UNS N08367 materials, necessary for the use of this material in the construction of ASME Class 2 and 3 valves.
The UNS N08367 materials include SA-351 (Casting), SB-564 (Forging) and SB-688 (Plate).
These materials are ASME approved materials for Class 2 or 3 component construction, and have been incorporated for use in ASME Section III, Editions and Addenda and Code Cases that have been previously endorsed by the NRC.
However, prior to this code case, the UNS N08367 materials had never been assigned a pressure-temperature rating for specific use in valve construction.
The use of this material is desirable for valve construction because of its corrosion resistance properties.
Further, it is compatible with the piping materials that have been recently used in the Hope Creek and Salem Service Water System replacements.
The use of UNS N08367 materials in conjunction with the ANSI B16.34 pressure-temperature ratings per Code Case N-539 does not introduce any conditions that would compromise existing levels of safety or quality at either Salem or Hope Creek.

'The preuure-temperature ratings of B16.34-1988, Table 2-3.16 shall be used, e}tctpt that the mui.mum temperature shall not exceed 6SOF. All other applicable requiremtn~ of ASME/ANSI B16.34-1988 shall be met a.s requiffii by NCIND-3500.
- 3.
Welding qualifications shall be in accordance with Section IX. The material shall be considered P-No. 45.
- 4.
Forgings and plate.shall be heated to 202,F - 21SO P and shall be held for a sufficient time to heat the material to temperature, followed by quenchinr fn water or sfmHar rapid coollng by other means.
