Asta Engineering, Inc. most respectfully requests copies of the enclosure to the letter in reference I and the Attachment 1 to the letter in reference 2. We understand that these documents are being withheld from public disclosure on the basis of IOCFR2.790.

I OCFR2. 790 (b) (6) also states, "Withholding from public inspection shall not affect the right, if any, Of persons properly and directly Concerned to inspect the document... II Since Asta is the subject of the investigation discussed in the referenced letters, Asta is clearly "properly and directly concerned".

In December i993, the Nuclear Regulatory Cormlission (NRC) received a concern regarding the adequacy of engineering services provided to the Public Service Electric and Gas Company (PSE&G) by a contractor.

Some of the issues could potentially aiffect nuclear !>afety-reiated services or activities. Therefore, we are requesting your organtzatton to tnvestig1te this matter. The enclosure to this letter provides details and specific areas of concern to the NRC which should be addressed tn your review.

The enclosure to this letter should be controlled and distribution limited to personnel with a *need-to-kn~w* until your investigation of this matter has been completed and reviewed by the HRC. The enclosure to thts letter 1s considered as Exempt frOll Public Ofsclosure fn accordance wtth Tftle 10 of the Code of federal Requht1ons (10 CFR), Part 2.790(a). In accordance with 10 CFR 2.790 of the COftlltsston's regulations, a copy of this letter, excluding the enclosure, will be placed in the NRC Public Document Room. *

• We further request that you notify us of the results of your investigation within 120 days of your receipt of this letter. Should your response contain any personal, privacy, proprietary or safeguards tnfonnatton, tt should be provided tn an enclosure, clearly identified as such, which will be withheld from public disclosure.
