AUG 2 4 1g95 REVIEW AND APPROVAL OF REVISED EMERGENCY ACTION LEVELS FOR BOTH SALEM AND HOPE CREEK GENERATING STATION DOCKET NOS. 50.272, 50-311, 50-354 Public Service Electric and Gas Company (PSE&G) hereby provides, for your review and approval, the Salem and Hope Creek Generating Station Emergency Action Level (EAL) documents, to which we refer as Event Classification Guides (ECG's), and their associated Technical Basis Documents.
These documents are based on the approved methodology outlined in NUMARC/NESP-007, "Methodology for Development of Emergency Action Levels."
These documents have been reviewed by our Station Operation Review Committees (SORCs) and were determined to not involve any Unresolved Safety Questions and to not decrease the effectiveness
- of our Nuclear Business Unit's Emergency Plan.
As required per Revision 3 to Regulatory Guide 1.101, "Emergency Planning and Preparedness for Nuclear Power Plants,". these documents are submitted for NRC approval prior to implementation.

NUMARC EAL-to-Hope Creek EAL comparison summary A review/training session has been conducted with the New Jersey and Delaware Emergency Management Organizations and the document draft was also reviewed by the New Jersey Bureau of Nuclear Engineering.
PSE&G is requesting that the NRC review and approval be completed by October 31, 1995 to support our implementation goal of December 1, 1995.
