FUEL OIL STORAGE TANK SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSES DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 By letter dated June 29, 1994, PSE&G requested a Technical Specification amendment for Salem Unit Nos. 1 and 2, to increase the minimum required volume of fuel oil stored in the 30,0oo*

gallon Diesel Fuel Oil Storage Tanks (DFOST's).

Based on their review of the amendment request, the NRC staff verbally requested confirmation that 1) the procedure changes discussed in the June 29, 1994 letter would be implemented; 2) the minimum level (20 ft. indicated) of the 840,000 gallon capacity bulk Fuel Oil Storage Tank (FOST) is administratively controlled; and 3) the FOST is subject to the same maintenance provisions as the DFOST's.

our response to the NRC comments is provided below.

1)

Operations and Emergency Preparedness Procedures The revisions to the Operations and Emergency Preparedness procedures described in the June 29, 1994 amendment request have been completed.

2)

Fuel Oil storage Tank Level Daily FOST level readings are taken per operations department procedure with a minimum specified level of 20 feet.

If a reading indicates less than 20 feet, shift supervision is notified and additional fuel is ordered.

With approximately 21,000 gallons of<fuel per foot of FOST level, this practice provides assurance that fuel well in excess of a seven day supply is maintained onsite.

3)

Tank Maintenance Periodic maintenance for the FOST and the DFOST's consists of fuel oil sampling for fuel quality, bacteriological sampling and a tank integrity test.

These activities are similar for the FOST and the DFOST, with the exception that the FOST is sampled r-9505110064 950502
