Salem Generating Station, Unit Nos. 1 & 2 Docket Nos. 50-272 & 50-311 Amendment to Facility Operating License License Change Request 93-28 The subject request was submitted to the NRC by PSE&G letter dated October 11, 1994.

The request proposes to clarify pressurizer operability (for both units) by adding the phrase "capable of being powered from an emergency power supply" to Limiting Condition for Operation 3/4. 4. 4.

This request also proposes to change the frequency of surveillance Requirement 4.4.4.2 from 92 days to every refueling outage.

The New Jersey Department of Environmental Protection and Energy's Bureau of Nuclear Engineering (BNE) has reviewed the request in accordance with the requirements of 10 CFR 50.9l(b) and has the following comments: 1. Attachment 2 contains inserts A & B but does not contain marked up technical specification pages.

2. No basis is provided which supports the statement that the pressurizer heaters have a history of being reliable.

This statement provides the justification for extending the surveillance interval.

3. Part I is not a description of the proposed changes.

It provides a reiteration of the inserts A

& B contained in.

4. The quality of this submittal is not consistent with previous submittals (Ref. Salem LCR 94-29).
