Dear Mr. Eliason:

The U.S. Nuclear Regulatory Commission recently received information concerning the improper use of overtime at Salem Generating Station. Details are enclosed for your review and follow-up.

We request that the results of your review and disposition of this matter be submitted to Region I within 60 days of the date of this letter. We expect that your evaluation of this matter will be thorough, objective and of sufficient scope and depth to resolve this matter consistent with the expectations listed in Enclosure 1. We request that your response contain no personal privacy, proprietary, or safeguards information so it can be released to the public and placed in the NRC Public Document Room. If necessary, such information shall be contained in a separate attachment, appropriately marked, which will be withheld from public disclosure. The affidavit required by 10 CFR 2.790(b) must accompany your response if proprietary information is included. to this letter should be controlled and distribution limited to personnel with a "need to know.

11 The enclosure to this letter is considered Exempt from Public Disclosure in accordance with Title 10 Code of Federal Regulations, Part 2.790(a). However, a copy of this letter, excluding the enclosure, will be placed in the NRC Public Document Room.

The response requested by this letter and the accompanying enclosure are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, Pub. L.96-511.

NRC Staff Expectations Regarding Referred Information The information contained in Enclosure 2 is being referred to Public Service Electric and Gas Company for investigation and evaluation. This referral requires a written response documenting your investigation, conclusions, and any corrective actions that you determine are necessary.

The response should contain sufficient detail to allow NRC staff to independently review your assessment of the matter and actions taken in response.

The staff recognizes that in the case of unsubstantiated information, no action may result.

The following guidance should be considered during preparation of your response.

The review and assessment of the referred matter should be performed by an individual or organization outside of the organization directly involved.

The matter should be evaluated by an individual competent in the specific functional area to which the information pertains.

The evaluation should have sufficient scope and depth to establish whether the matter is a symptomatic occurrence.

The evaluation should consider the root cause and generic implications, if it is applicable, of the information provided, if validated.

The response should contain details of your investigation, an evaluation of the information gathered, and your resolution or position on the information that was originally provided.

The response should contain any planned corrective actions, and a schedule for implementation.

Your response is requested in accordance with the time allotted on the attached cover letter. If you anticipate problems meeting this schedule because of the nature or scope of the investigation, contact the appropriate Region I Reactor Projects Section Chief to discuss an alternate submittal date.
