REVISION TO REQUEST FOR AMENDMENT EMERGENCY DIESEL GENERATOR HOT RESTART TEST SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSES DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 The purpose of this letter is to modify Public Service Electric and Gas Company's (PSE&G's) request for license amendment for the Salem Generating Station (SGS), dated April 12, 1994.
The original amendment request would have, in part, required the hot restart test to be performed within 5 minutes of a minimum of one hour of operation at full load.
The present Technical Specifications require the hot restart test to be performed within 5 minutes of the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run.
PSE&G hereby amends the proposed change to require a minimum two hour run at full load prior to the hot restart test.
The April 12, 1994 amendment request is based on the improved Standard Technical Specifications (NUREG-1431).
The Stqndard Technical Specifications denote plant-specific parameters by enclosing a representative value in brackets.
Per NUREG-1431, the hot restart test is to be performed "within 5 minutes of shutting down the DG after the DG has operated~ [2] hours..* "
As stated in the NUREG-1431 Bases, "the requirement that the diesel has operated for at least [2] hours at full load' conditions prior to the performance of this Surveillance is based on manufacturer recommendations for achieving hot conditions."
PSE&G does not have specific recommendations from the SGS diesel manufacturer.relative to achieving hot conditions.
As described in our original amendment request dated April 12, 1994, test data at SGS show that engine operating temperatures and generator stator and bearing temperatures reach steady state *after approximately 45 minutes of operation at a given generator load.
This was used as the basis for the one hour requirement in the original amendment request.
However, NRC staff have indicated that the 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> value in NUREG-1431 is based on a consensus reached between NRC staff and diesel engine manufacturers.
