CONCERN REGARDING ASTA ENGINEERING, INC.

SALEM GENERATING STATION UNITS 1 & 2, AND HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NOS. DPR-70, DPR-75 & NPF-57 DOCKET NOS. 50-272, 50-311 AND 50-354 In response to NRC Letter dated January 21, 1994, Public Service Electric & Gas Company (PSE&G) has completed a review of the specific concerns raised by the NRC regarding the adequacy of engineering services provided to PSE&G by the subject contractor.

The results of this review are provided as Attachment 1.

In its cover letter dated January 21, 1994, the NRC stated that until its review of this matter was complete, the specific information requested by it should be controlled and distribution limited to personnel with a "need to know". Therefore, PSE&G requests that the Attachment to this letter be withheld from public disclosure.

In addition, Attachment 1 to this letter contains personnel information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The information would lead to the identification of sources utilized by PSE&G in its investigation. Moreover, the attachment contains commercial and financial information which is privileged and confidential. It would be detrimental to PSE&G to release information which could reveal its legal strategy in a pending lawsuit filed by ASTA Engineering, Inc. against PSE&G. Finally, the Attachment falls within the self-critical analysis privilege which is an appropriate basis for withholding the information. Therefore, in accordance w_ith 10CFR2.790, PSE&G requests that--Attachment 1 in its entirety be withheld from public disclosure.
