SUBJECT:
EVALUATION OF SUPPLEMENTAL RESPONSE TO NRC BULLETIN NO. 88-09, THIMBLE TUBE THINNING IN WESTINGHOUSE REACTORS, SALEM GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M88472 AND M88473)
By letter dated December 20, 1993, p*ubl ic Service Electric & Gas Company (PSE&G) provided a supplemental response to NRC Bulletin 88-09, "Thimble Tube Thinning in Westinghouse Reactors." During the Salem Station Unit 1 seventh refueling outage, and the Unit 2 fourth refueling outage, PSE&G replaced all the thimble tubes that were the subject of Bulletin 88-09 with an improved design.
The new thimble tube design precluded the continuation of the required Bulletin inspection program.
During a May 1989 staff audit at the Salem Station, PSE&G committed, after achieving sufficient operational.
experience, to provide the supplemental response with an evaluation of the new design and justification for discontinuing an inspection program.
The staff has completed its review of PSE&G's supplemental response and concludes the corrective actions taken and proposed are appropriate and acceptable.
Enclosed is a copy of the staff's safety evaluation.
It is suggested that PSE&G consider, when an opportunity exists, a check for possible leakage or pressure build-up between the concentric thi~ble tubes be conducted, or at least a cautionary note be provided in the disassembly procedure with regard to the potential for leakage.
This completes the staff action for Salem Units 1 and 2 for Bulletin 88-09.
