SEMI-ANNUAL REPORT OF FITNESS FOR DUTY (FFD) PERFORMANCE DATA SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. 50-272, 50-311, 50-354 In accordance with the requirements of 10CFR26.71(d), Public Service Electric and Gas Company (PSE&G) forwards the attached FFD Performance Data Report, for the six month period ending December 31, 1993.

This report includes the following information categories:

testing results, random testing program results, confirmed positive tests for specific substances, and a summary of management actions per 10CFR26.73.

SUMMARY

OF MANAGEMENT ACTIONS Suspensions based on presumptive positives:

o Reportable events:

3 During the time period of July 1, 1993 to December 31, 1993, there were three reportable events.

+

on 9/8/93 during the pre-access testing process, a contractor supervisor tested at a BAC level less than

.04%.

It was determined by extrapolation that the BAC would have been.07% at the start of his workshift.

The MRO made an unfitness determination, and plant access was denied.

PSE&G reported an incident involving alcohol use by a contractor supervisor.

+

On 11/1/93, a PSE&G maintenance supervisor underwent a pre-access drug and alcohol test as part of a return to work physical examination (due to illness).

The HHS laboratory confirmed a positive cocaine result on 11/4/93.

Plant access was denied, and PSE&G reported an incident involving drug use by a maintenance supervisor.

The subject was immediately referred to the Nuclear EAP counsellor for evaluation.

+

On 11/26/93, a PSE&G training supervisor was called for random testing.

aAC level tested at less than.04%.

It was determined by extrapolation that the BAC would have been ~.04% at the start of his workshift.

The MRO made an unfitness determination and plant access was suspended.

PSE&G reported an incident involving alcohol use by a training supervisor.

The subject was immediately ref erred to the Nuclear EAP counsellor for evaluation.

Appeals/Resolutions:

During the time period July 1, 1993 to December 31, 1993, fourteen appeals have been resolved.

Two appeals resulted in reversal of original action.

+

Two fitness for duty appeals involved.claims that over the counter medications caused or contributed to positive drug and alcohol test results.

+

Three fitness for duty appeals involved claims that other factors relative to the circumstances of the cases should be taken into consideration.

+

One fitness for duty appeal resulted from a determination of "failure to cooperate" wherein an individual refused to complete the testing process.

+

Two fitness for duty appeals involved positive breath alcohol tests where individuals claimed to be unaware of the fitness for duty policy.

SUMMARY

OF MANAGEMENT ACTIONS

+

Two psychological appeals were the result of access denials based on histories of prior, as well as current alcohol and drug use.

+

Two appeals resulted from access denial based on psychological determinations of lack of trustworthiness and reliability.

+

Two appeals resulted from access denials based on security determinations of lack of trustworthiness and reliability.

Identification of Program Weaknesses and Actions Taken Weakness:

It was not always possible to ensure that all incoming employees were made aware of the requirements/expectations of the Fitness For Duty Program during pre-outage orientation.

Actions Taken:

A Fitness For Duty Program notice which outlines requirements/expectations has been attached to the Medical History form.

This form will be given to all incoming employees before the orientation session begins, and must be acknowledged by signature.

Trends:

1990 to Present

+

Opiates:

No MRO positives since the Fitness For Duty rule went into effect.

+

THC:

Using a cut-off of 50 ng/ml has continued to result in the identification of approximately twice as many confirmed positives than if the NRC cut-off of 100 ng/ml was used.

+

Fewer challenges to the accuracy and validity of HHS laboratory test results.

+

Increase in cocaine positives in the second half of 1993 from 6 positives (January 1 - June 30, 1993, to 23 positives (July 1 - December 31, 1993).

Recommendations:

+

Eliminate the second breath alcohol test when the first test is negative.

After greater than 56,000 breath tests, equipment sensitivity of 100% has been demonstrated [second breath test has never been positive after the first breath test was negative].

Cost savings over months to years would be considerable.

Consider moving toward "zero tolerance" for alcohol.

As a minimum include alcohol, under statutory sanctions.

+

Continue to permit/encourage on-site pre-screening.
