SUBJECT:
SALEM AND HOPE CREEK RESIDENT INSPECTION NOS. 50-272/93-21;
50-311/93-21; 50-354/93-21
The enclosed report documents an inspection to assure public health and safety, conducted by
Mr. C. Marschall, Senior Resident Inspector, and other members of the NRC resident and
regional staff at the Salem and Hope Creek Nuclear Generating Stations for the period
between September 5, 1993 and October 16, 1993. The inspectors discussed the findings of
this inspection with Messrs. C. Vondra and R. Hovey of your staff.
Within the scope of this inspection, the inspectors noted one violation, involving an example
of Technical Specification non-compliance. The details of this issue, which concerned the
failure to initiate a timely shutdown of Salem Unit 1 following the unsatisfactory completion
of a solid state protection system surveillance test, were documented in NRC Inspection
Report 50-272, 311 and 354/93-20. We recognize that your staff identified this violation and
took appropriate corrective actions; however, we remain concerned that this was an
additional example of your staffs untimely response to indications of potentially safety-
significant events at Salem. Accordingly, you are requested to reply within 30 days of
receipt of this letter, indicating the corrective actions taken in response to this event and all
actions taken to prevent similar recurrences. In accordance with 10 CFR 2.790 of the
NRC's "Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC
Public Document Room.
