SUMMARY

OF TELECONFERENCE WITH AMEREN REGARDING A LICENSEE-PROPOSED EXEMPTION TO TITLE 10 OF THE CODE OF FEDERAL REGULATIONS PART 26, FITNESS-FOR-DUTY PROGRAMS Ameren Missouri, the licensee for the Callaway Energy Center, a commercial nuclear power reactor facility located in Fulton, Missouri, requested to have a teleconference with the U.S.

Nuclear Regulatory Commissions fitness-for-duty policy staff in the Office of Nuclear Security and Incident Response (NSIR) to discuss the licensees proposed exemption from select provisions contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 26, Fitness-for-Duty Programs, requirements. The exemption is expected to propose, in part, that the licensee be allowed to use oral fluid as the biological test matrix for the conduct of drug testing pursuant to 10 CFR Part 26. This part only allows the use of urine as a biological test matrix (section 26.83, Specimens to be collected, paragraph (b)), except for certain medical conditions where the licensees Medical Review Officer can direct that an alternative matrix be used (paragraph 26.31(d)(5)).

The licensee stated their desire to implement an oral fluid testing program in time for their February 2019, refueling outage.

The teleconference was conducted on March 28, 2018, and it lasted for approximately 60 minutes. No commitments were made during the teleconference. The attendees and details of these discussions are enclosed.
