Florida Power
& Light Company has filed an application on January 29,
- 1969, Docket No. 50- ~ ~4 for construction of a nuclear power plant at Hutchinson Island, Florida.
There is a timing and cost aspect relating to the site preparation at Hut:chinson Island which we believe warrants the t:imely attention of the At:omic Energy Commission.
All of the work we desire to do does fall within the definition of site preparation which may be undertaken prior to the issuance of the Construction Permit.
The work will involve the removal of some 50 to 60 feet (some 1,500,000 square yards) of material under-lying the surface of the site and replacing this material with graded and compacted fill. In order that the site may be ready for foundation const:ruction at the estimat:ed date of issuance of the Const:ruction Permit, site prepara-tion must start about March 1, 1969.
It is anticipated that by the t:ime the Construction Permit: is issued, some
$4,000,000 will have been expended in t:his site preparation.
This work is on a scale that is not ordinarily found at: a site of any power plant -- fossil or nuclear.
The 'technique we propose is well known and has been used successfully at: other nuclear power plant sites.

This matter has been discussed informally with your staff.
We further have endeavored to arrange our application so that the site foundation conditions are delineated within Chapter 2.7 of the PSAR.
In view of the timing and cost factors involved, Florida Power & Light Company respectively requests that the "Foundation Conditions" in Chapter 2.7 be handled as a
separate parallel matter by your staff and that, if appropriate, an early review and discussion with the ACRS and the Applicant be arranged on this single item only.
