On April 27, 1976, Florida Power and Light Company submitted a proposed interim Technical Specification amendment based on a reduced reactor coolant flow rate of 354,000 gpm.
The proposed change was intended to permit. continuation of the St. Lucie-Unit 1 power ascension program.
As described in our letter L-76-218 of June 14,
- 1976, Combustion Engineering (C-E) has found coding errors in their STRIKXN II (ECCS)
Code.
As a result, C-E has performed a
preliminary calculation using a corrected version of the STRIKIN II Code to establish a conservative estimate of the maximum allowable linear heat generation rate (LHGR).
The calculation incorporated all low flow parameters and resulted in a maximum allowable LHGR of 13.7 kw/ft, at 100% rated power.
A penalty of 1 kw/ft was subsequently assumed which reduces this limit to 12.7 kw/ft.
Because this calculation incorporated all the low flow parameters, three of the interim Technical Specifications proposed in our April 27 letter are no longer necessary and are hereby withdrawn.
The pages listed below should remain the same as those in our current Technical Specifications.,
'Page 3/4 2-2 Proposed interim specification 4.2.1.4.b.7, which added a
flow adjustment factor to the calculation of LHGR, is no longer necessary.
The affects of low flow are now included in the preliminary LHGR limit.

The above mentioned.
LHGR of 12.7 kw/ft is administratively imposed on Figure 3.2-1.
