CONFIRMATION OF GENERIC LETTER 91-11 COMMITMENT IMPLEMENTATION SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSES DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 The purpose of this letter is to confirm that the Salem Generating Station (SGS) has implemented procedural controls, including time limitations, on operability of the D vital instrument bus and inverter, as committed in PSE&G's letter dated October 28, 1992.

A Technical Specification Interpretation was issued in December 1992, to establish an Allowed outage Time of 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> for the D vital instrument bus and 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for the D inverter.

With these time limits in place, each of the requested actions of Generic Letter 91-11 are implemented at the Salem Generating station.

SGS has procedures, including time limitations and surveillance requirements, for vital instrument busses and inverters, and tie breakers that can connect Class lE busses (ac or de).

PSE&G's letter dated January 31, 1992 described the controls on Salem's A, B and c vital instrument busses and inverters, as well as control of tie breakers.
