ADDITIONAL INFORMATION TO SUPPORT LCR 91-03 BASES CHANGES SALEM GENERATING STATION FACILITY OPERATING LICENSES DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 This letter provides additional explanation and justification for deleting the calculated peak containment pressure value from the Technical Specification (TS) Bases as proposed in LCR 91-03.

Our justification contained in LCR 91-03 stated:

"Deletion of the analysis limit for containment pressure does not eliminate any requirement but simply removes the analytical number to avoid the need to modify the Technical Specification Bases every time the peak containment pressure changes.

The parameter of importance is the allowed design pressure of 47 psig, and the Bases still specify that the peak pressure must remain below this value."

The provisions of 10CFR50.36(a) state the following:

"Each applicant for a license authorizing operation of a.

production or utilization facility shall include in his application proposed technical specifications in accordance with the requirements of this section.

A summary statement of the bases or reasons for such specifications, other than those covering administrative controls, shall also be included in the application, but shall not become part of the technical specifications."

As stated in 10CFR50.36, the intent of the TS Bases is to provide the reasons or basis for the associated TS.

The two affected TS Bases sections are those for internal pressure and. for containment structural integrity.

FEB 0 2 1993 for the internal pressure TS is to ensure that the containment pressure does not exceed the design pressure of 47 psig during limiting pipe break conditions and that the basis or reason for the structural integrity TS is to ensure that the containment can withstand the design pressure.

The design pressure, not the calculated peak pressure, is the value of significance relative to the basis or reason for the applicable TSs.

The current calculated peak pressure is significant only as it relates to the design value (i.e., the calculated value must be less than the design value).

The. proposed Bases change therefore removes unnecessary information from the Bases and avoids the need to modify the TS Bases every time the peak containment pressure changes.

It should be noted that the Hope Creek TS Bases currently include the calculated peak pressure, and our intention is to remove this calculated value from the Hope Creek TS Bases at the next convenient opportunity.
