CHANGE TO BASES FOR TECHNICAL SPECIFIACTION 3.3.4 SALEM GENERATING STATION, UNIT NOS 1 AND 2 FACILITY OPERATING LICENSES DPR-70 AND DPR-755 IX>CKET NOS. 50-272 AND 50-311 NRC Inspection Report 50-311/91-81 raised several concerns

• regarding the turbine overspeed event at Salem Generating Station, Unit 2.

One of those co.ncerns questioned the clarity of Technical Specification *3.3.4.

Public Service Electric and Gas Company (PSE&G) responded in NLR-N92015, dated February +o, 1992, committing, on page 22 of Attachment 1, to revising the BASES Section of Technical Specification 3.3.4 to clarify_ and list the overspeed protection systems that need to be considered when determining whether at least one overspeed protection system is operable.

The purpose of this letter is to inform the NRC that the BASES

• revision was not completed on schedule and will, instead, be transmitted to NRC for your review by March 1, 1993.
