NRC BULLETIN 88-11 PRESSURIZER SURGE LINE THERMAL STRATIFICATION SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 By letters dated May 15, 1991 and June 17, 1991 (ref: NLR-N91083 and NLR-N91100 respectively), Public Service Electric & Gas Company (PSE&G) committed to perform spring hanger modifications on the pressurizer surge line to address the concerns of NRC Bulletin 88-11, Pressurizer Surge Line Thermal Stratification.

Prior to performing any spring hanger modifications, PSE&G contracted Westinghouse Electric Corporation to perform additional analyses to verify the necessity of the modifications.

The analyses were performed in the following areas:

Surge line analysis for thermal stratification with maximum spring hanger travel.

Evaluation of spring hangers with maximum travel.

Determination of system differential temperature at which springs bottomed-out.

These analyses have been completed and are documented in WCAP-12913 Revision 1.

Proprietary WCAP-12914, submitted May 15, 1991 remains in effect.

The conclusions derived from these analyses are summarized below:

The existing configurations indicate that the ASME Code stress limits and cumulative usage factor requirements have been shown to be acceptable for the remainder of the licensed operation for both Salem Units 1 and 2.

No spring travel limit nor ~hip restraint modifications are necessary to show code compliance.

DEC 1 0 1992 In addition, PSE&G will perform walkdown measurements for the spring hanger travel and pipe whip restraint gaps in 2R7, scheduled for Spring 1993, and lRll, scheduled for Fall 1993, to determine the need for any further actions.
