RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-11-18-2100-44 On November 18, 1992, PSE&G reported a suspected discharge of hydrazine in the area of an acid/caustic truck unloading station at the Salem Generating Station.
Upon investigation, PSE&G has determined that there is no basis for a conclusion that any hydrazine was present in the discharge as the water analyzed was in fact rive.r water containing magnesium which exhibits an interference with the standard hydrazine analyses and results in false positives.
It is our conclusion that this was not a reportable discharge of a regulated substance as defined in NJAC 7:1E.
PSE&G beli~ves and maintains that it acted in accordance with the intent of NJAC 7:1E-5.3 which requires all major facilities to notify NJDEPE of discharges of potentially hazardous substances in any concentration.
