FOLLOWUP RESPONSE TO GENERIC LETTER 91-11 SAL~M GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 By letter dated August 14, 1992 (NLR-N92086), PSE&G described controls on the D vital instrument inverter in response to Generic Letter 91-11.
Although not in the Technical Specifications, operating procedures have been revised to require surveillance testing for the*D inverter, and require issuance of a priority A (immediate action) work order to repair an inoperable D inverter.
Based on our discussions with Mr. J. c. stone (NRR Licensing Project Manager for Salem), NRC's position is that the A priority work order is not an acceptable time limit for D inverter inoperability because it does not require plant shutdown after a specified time period.
By December 1992, PSE&G will issue more restrictive procedural controls via the Technical Specification Interpretation (TSI) process.
The TSI will require the D inverter to be operable in operational modes 1 through 4 (power operation through hot shutdown), and will require plant shutdown if the time limit is exceeded.
The time limit will be addressed in the evaluation TSI, and will initially be no more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
