Public Service Electric and Gas Company Steven E. Miltenberger Public Service Electric and Gas Company P.O. Box 236, Hancocks Bridge, NJ 08038 609-339-4199 Vice President and Chief Nuclear Officer OCT 19 1992 NLR-N92145 U. S. Nuclear Regulatory Commission Document Control Desk Washington DC 20555 Gentlemen:

REGULATORY GUIDE 1.97 QUALIFICATION REQUIREMENTS FOR RCS ACCUMULATOR PRESSURE AND LEVEL INSTRUMENTS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) has reviewed your letter dated March 23, 1992 relating to the above subject.

Therein, the NRC identified that the requirement to provide environmentally qualified RCS accumulator level and pressure instrumentation in accordance with Regulatory Guide (R.G.) 1.97 could be relaxed based on the fact that no operator action is taken in response to this instrumentation and no safety function is provided by the instrumentation.

Your letter requested a response describing our intentions in this regard.

In our response dated September 21, 1983, relating to implementation of Generic Letter 82-33, we committed to provide RCS accumulator level and pressure instrumentation which would meet the requirements of R.G. 1.97, Category 2 (i.e., EQ required), with exceptions noted regarding the indicating range of the level instruments.

The installed instrumentation presently meets these requirements.

PSE&G intends to revise its design basis documentation to reflect that this instrumentation is now required to meet qualification requirements consistent with R.G. 1.97, Category 3 (i.e., EQ not required).

These records will also be annotated to indicate that the instrumentation must continue to be qualified for harsh environment conditions due to the fact that the safety-related power source for these instruments also supplies other safety-related instrumentation.

Extensive modifications would be required to provide nonsafety-related power to these instruments should their environmental qualification status be 9210260364 921019 PDR ADOCK 05000272 P

Should replacement of these instruments be warranted at some future date, implementation of these modifications will be reevaluated as part of the cost-benefit comparison of replacement options.
