Dear Mr. Beach:

As you are aware, three dead sea turtles (two Kemp's Ridley and one green sea turtle) were r~moved from the trash racks of the Salem Generating Station during the week of August 21 to September 6, 1992.

All three of these animals were dead when recovered.

Subsequently, the annual incidental take allowance in the August 4, 1992 Biological Opinion issued by the National Marine Fisheries Service for Kemp's Ridley sea turtles was exceeded.

Discussions on this matter with your staff on September 4 lead to a preliminary agreement to increase the visual monitoring of the intake structure from once per two hours to once per hour.

It was hoped that this action would reduce the likelihood of further lethal takes of sea turtles.

Following this preliminary agreement, discussions on this matter were held between Salem Operations, Nuclear site services and Licensing.

As a result of these discussions, PSE&G has decided -that it would also be prudent to increase the frequency of cleaning the trash racks from once to twice per day.

Both these measures will be performed by PSE&G throughout the remainder of September 1992.
