PERFORMANCE DATA SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. 50-272, 50-311, 50-354 In accordance with the requirements of 10CFR26.71d, Public Service Electric and Gas Company (PSE&G) forwards the attached FFD Performance Data Report, for the six month period ending June 30, 1992.

This report includes the following information categories: testing results, random testing program results, confirmed positive tests for specific substances, and a summary of management actions and telephone reported events per 10CFR26.73.

SUMMARY

OF MANAGEMENT ACTIONS Suspensions based on presumptive positives:

o Reportable events:

o Appeals/Resolutions:

During the time period January 1, 1992 to June 30, 1992, six appeals have been filed, resolved, and communicated by certified mail to those involved.

o Two fitness-for-duty appeals involved allegations that NIDA laboratory results were incorrect.

Claims were made that over the counter and prescription medications caused or contributed to positive cocaine test results.

o Three psychological appeals were the result of access denials based on histories of prior, as well as current drug use.

o One security appeal resulted from false information given by a prospective employee on the Personnel Access Questionnaire.

o No appeals resulted in reversal of original action.

Identification of Program Weaknesses and Actions Taken Weakness:

Not all supervisors were receiving Supervisory Fitness-For-Duty Training as required by 10 CFR 26 and the Behavioral Observation Program requirement of 10 CFR 73.56 in a timely fashion.

Actions Taken:

All Fitness-For-Duty training courses were consolidated into a single course which includes:

o policy awareness training o

escort training o

behavioral observation program training ALL personnel granted unescorted access shall be trained to a supervisory level.

In the interim period, immediate corrective action was taken to ensure that all supervisory personnel received training as required.

The target date for beginning the revised Fitness-For-Duty training course is September 1992.

This training is designed to emphasize individual accountability and to assure that both licensee and contractor employees have received supervisory training within ninety days of assuming supervisory responsibilities.

Weakness:

Not updating a software data base in a timely manner resulted in the identification of a large number of personnel (short term contractors) granted unescorted access who no longer worked within the protected area.

The random selection pool is

based on this same data base which erroneously identified these individuals as being granted unescorted access.

Therefore, the number of personnel randomly selected for Fitness-For-Duty testing exceeded our target of 2% per week.

This resulted in an increased selection and testing of permanently badged personnel.

Actions Taken:

A computer report is now generated on a monthly basis to identify those personnel who have not accessed the protected area within a sixty day time period.

Personnel identified on this report are removed from the data base which identifies personnel who are granted unescorted access.

Trends:

1990 to Present o

Cocaine:

Continues to be the primary preferred drug of abuse.

o Amphetamine:

No confirmed positives during the last three reporting periods.

o Opiates:

No MRO positives since the Fitness-For-Duty rule went into effect.

o PCP:

Approximately one confirmed positive per year since the Fitness-For-Duty rule went into effect.

o THC:

Using a cut-off of 50 ng/ml has resulted in the identification of approximately. twice as many confirmed positives than (would be obtained) if the NRC cut-off of 100 ng/nil was used.

o Alcohol:

MRO decisions on test results below 0.04%

have resulted in the identification of approximately twice as many confirmed positives than (would be obtained) if the NRC cut-off of 0.04% was used.

Recommendations:

o Eliminate the second breath alcohol test when the first test is negative.

After greater than 40,000 breath tests equipment sensitivity of 100% has been demonstrated [second breath test has never been positive after the first breath test was negative].

Cost savings over month to years would be considerabie.

o Consider moving toward "zero tolerance" for alcohol.

As a minimum include alcohol under statutory sanctions.

o Continue to permit/encourage on-site pre-screening.
