Salem Generating Station Docket Nos. 50-272 and 50-311 License Change Request LCR 91-03 ECCS Surveillance Relaxations On April 24, 1992, Public Service Electric and Gas Company (PSE&G) submitted the subject license change request to the Nuclear Regulatory Commission (NRC).

This amendment proposes revised Emergency Core Cooling (ECCS) surveillance test acceptance criteria and a revision to the containmen~ presstiie bases. These proposed changes would facilitate testing of the subject ECCS subsystems by providing additional margin between the minimum and maximum pump flow requirements.

The New Jersey Department of Environmental Protection and Energy's Bureau of Nuclear Engineering (BNE) reviewed the above amendment in accordance with the requirements of 10CFR50. 91 (b).

Based on this review, BNE does not have any comments on the proposed amendment related to ECCS surveillance testing. However, the revised bases section on internal containment pressure (Insert C),

deletes the culculated peak pressure.

The Technical Specification bases for the containment should include calculated peak pressure plus allowable margin. A clarification of their intent to delete the maximum peak pressure from the Technical Specification is needed.
