NRC BULLETIN 88-04 SCHEDULAR RELIEF SALEM GENERATING STATION UNIT NO. 1

. DOCKET NO. 50-272 By letter* (ref: NLR-N90172) dated August 31, 1990, Public Service Electric & Gas Company (PSE&;G) committed to installing a permanent modification to the Residual Heat Removal (RHR) System prior to the end of.the tenth refueling outage.

The purpose* of the modification was to address the Bulletin 88-04 concerns on RHR Pump interaction.

To address these concerns, the RHR trains will be isolated during minimum flow conditions identified.in the Bulletin.

Currently, this isolation is accomplished administratively. If the technical specification surveillance indicates a potential for shut off head conditions, one pump is tagged out of service and previously approved Emergency Operating Procedure changes are incorporated.

A permanent design change based on an interlock between the RHR.

Pump minimum flow valves and the RHR cross-connect valves is being developed.

During the development of the design change, an unreviewed safety question (USQ) for the new design was identified.

PSE&G attempted to resolve the USQ and complete the design change in time to allow installation during the tenth refueling outage.

When it became evident that the USQ could not be resolved and the final design completed for installation during the tenth refueling outage, PSE&G notified the NRR Project Manager by telephone that.they would be requesting a schedule change.

PSE&G plans to install the new design during the eleventh refueling outage, currently scheduled for November, 1993.
