GENERIC LETTER 89-13, SERVICE WATER PROBLEMS AFFECTING SAFETY RELATED EQUIPMENT SALEM GENERATING STATION UNIT NO. 2 DOCKET NO. 50-311 Public Service Electric and Gas Co. (PSE&G) provided implementation schedules for completion of Generic Letter 89-13 testing in its letter dated January 6, 1990 (NLR-N90021).
Therein we committed to completion of initial testing of Salem Unit No. 2 heat exchangers prior to start-up from the sixth refueling outage.
We have completed all activities as committed with the exception of testing for the 21 and 22 Component Cooling Heat Exchangers.
Due to the early start of the Unit No. 2 refueling outage as a result of the November 9, 1991 Main Turbine failure and Generator fire, we were unable to conduct testing on these components as planned.
Procedures to support testing of these components were under development at the time of the Turbine failure.
The turbine failure required resources to be diverted such that completion of the test procedures could not be accomplished in time to support the available test window.
This testing would normally have been performed shortly after a controlled shutdown of the Unit, thereby assuring adequate heat load is available to provide meaningful test results.
During the present refueling outage, the 21 and 22 CCW heat exchangers were thoroughly-cleaned and inspected.
Initial testing of 21 and 22 CCW heat exchangers. to meet Generic Letter 89-13 recommendations will be completed at the next planned cooldown to Mode 4 following unit re-start.
