Dear Mr. Miltenberger:

Subject: Inspection Report Nos. 50-272/91-30, 50-311/91-30 and 50-354/91-23

This letter transmits the report of an announced inspection conducted by Mr. C. H~ Woodard

and other NRC personnel from December 2 to December i3, 1991, at the Salem Units 1 and*

2 and Hope Creek Generating Stations in Hancocks Bridge, New Jersey. Mr. Woodard

discussed the findings of the inspection with senior members of your staff during the exit

meeting at the generating stations on December 13, 1991.

The purpose of this inspection was to assess the adequacy of engineering and technical

support provided for the operation of the Salem and Hope Creek plants. These activities are

important to assure the health and safety of the public. This inspection included a review of

corporate commitments to engineering,* the engineering organization and staffing, training,

self assessments, and engineering performance.

The inspection revealed* a strong corporate commitment to quality engineering; a well staffed,

trained, stable engineering organization; adequate engineering procedures that were properly

implemented; and good coordination between the operations and engineering organizations.

The engineering organization was found to be responsive to operations needs.

Three non-cited violations were identified by your staff which will not be subject to

enforcement action because of your efforts in identifying and correcting the violations, and

because the other criteria set forth in Section V. G. of 04r Enforcement Policy were met. *

Similarly, a fourth violation identified by the NRC will not be subject to enforcement

because the violation was classified* as a Severity Level V, was isolated, and corrective

actions were taken promptly.
