Dear Sirs:

RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS (PSE&G)

SALEM GENERATING STATION (CASE #92-01-03-1105-09) on January 3, 1992, PSE&G reported a discharge of an unknown quantity of sewage to the ground at the Salem Generating Station.

The discharge was reported to the NJDEPE Hotline and was assigned Case No. 92~01-03-1105-09 by Operator No. 2. Upon investigation, it was determined that the sewage was leaking from a broken sewer line. The discharge was contained in the immediate area of the broken line and did not reach a storm drain catch basin. The discharge was terminated and the area was disinfected with sodium hypochlorite.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E-5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. However, upon review of the definition of hazardous substance in NJAC 7:1E-1.7, PSE&G has determined that sewage is not regulated. Therefore, PSE&G was not obligated to.notify the NJDEPE since the event did not constitute a discharge of a hazardous substance.

A follow-up phone call was placed at 1252 hours0.0145 days
0.348 hours
0.00207 weeks
4.76386e-4 months
to Operator 18 of the NJDEPE Hotline to retract the spill report. This letter serves as confirmation of that retraction.
