ETHYLENE GLYCOL DISCHARGE CONFIRMATION REPORT PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) COMPANY SALEM GENERATING STATION CASE #91-11-12-1234-26 As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge of approximately

. three (3) gallons of ethylene glycol .solution to the ground adjacent to the circulating water system boiler hous~.

The discharge, which occurred at the above facility on November 12, 1991, occurred entirely within PSE&G property and no injuries resulted.

As the discharge of ethylene glycol is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

  • PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has conducted a follow-up investigation of the incident, and has taken measures to prevent similar discha~ges in the future.

Salem Generating station Circulating Water Intake structure Circulating Water System Boiler House Approximately 3 gallons of an ethylene glycol/water solution was discha~ged to the ground adjacent to the circulating water system boiler house. Approximately 30 gallons of coolant spilled to the boiler,house floor due to an overflow through the normally open vent the while the system was being filled. An estimated 3 gallons of the coolant leaked out the door and onto the ground. The solution, 50 percent ethylene glycol/SO percent water, was contained in the immediate area of the boiler house.

QUANTITY DISCHARGED: Approximately 3 gallons of a 50/50 ethylene glycol/water solution.

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, filling of the coolant was immediately stopped, terminating the discharge. Any solution remaining on the floor of the building was vacuumed into a 55 gallon drum for disposal as hazardous waste (approximately 30 gallons). Stone and soil from the area was removed and placed into drums for disposal (a quantity of approximately 10 cubic feet). The drums of soil were disposed of *as hazardous waste.

The Operations Department, responsible for operation and maintenance of the intake structure and equipment, has implemented steps to educate personnel involved in the coolant transfer to prevent recurrence of such events. In addition, the Technical Department has identified engineering modifications that will prevent the discharge of any spilled material outside of the boiler house.

INDIVIDUAL INVOLVED IN CONTAINMENT/CLEANUP:

Cleanup activities associated with the release of the coolant were conducted by Operations and Site Services personnel. Site Services personnel were responsible for disposal of the solution and soil as hazardous waste. These individual(s) are:
