RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS (PSE&G)

SALEM GENERATING STATION (CASE #91-ll-15-i442-45)

On November 15, -1991, PSE&G reported a discharge of potentially radioactive water from the Salem Generating Station due to a leaking inlet flange on the Primary Water Storage Tank. The discharge was reported to tpe NJDEPE Hotline in accordance with the requirements of NJAC 7:1E-5 and was assigned Case No.

91-11-15-1442-45 by Operator No. 6. The Primary Water Storage Tank contains demineralized water potentially contaminated with radioisotopes.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E-5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. However, upon further investigation, PSE&G has determined that there was no discharge of radioactive material to the environment based on testing the water which leaked and the soil in the area by gammaspectrum analysis. Therefore, PSE&G was not obligated to notify the NJDEPE since the event did not constitute a discharge of a hazardous substance.
