. On February 26, 1988, we responded (Ser. No.88-059) to the Notice of Deviation issued in inspection report numbers 50-280/87-32 and 50-281187-32. The deviation concerned inadequate written justification in the step deviation document for an emergency operating procedure (EOP) that deviated from Revision 1 of the Emergency Response Guidelines (ERGs). In our response, we stated that.

our written justification for the deviation was provided in our setpoint document for the EOPs and the*

step deviation document was updated to provide a cross-reference to the setpoint document.

In addition, we agreed to review the remaining EOPs and annotate the step deviation documents to reference the setpoint document as appropriate. This action was to assure that any deviations from the ERGs were properly identified and recorded. The review was to be accomplished in concert with revision of the EOPS to incorporate the changes identified in Revision 1 A of the Westinghouse Owners Group ER Gs. We indicated that this. effort would be completed by March, 1989..

  • Due to the increased scope and revised schedule of our overall procedure upgrade program, as well 'as the extensive resources required to support the present dual unit outage, we have been unable to complete this effort by the above date. The new completion date for the EOP review and the cross-referencing of the step deviation document to the setpoint package, as well as completion of the Revision 1A changes, is December, 1989.
