SECTION 7 CONSULTATION BIOLOGICAL OPINION SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 As discussed in our recent telephone conversation with Mr. J. Stone, Project Manager -

Salem Generating Station and based on discussions with National Marine Fisheries Service (NMFS) staff members in Gloucester, PSE&G requests the following changes be made to the Incidental Take Statement contained within the referenced Opinion:

Change the reference to the "Hope Creek intake screens" to the "Hope Creek trash bars".

The trash bars are the first piece of equipment that the water flows through as it enters the plant.

These bars have an open space between them of 2.25 inches.

The sea turtle specimens that have been collected at Salem have been collected on trash bars.

Although no specimens have been collected at Hope Creek, it is at this location where they might be found.

Change the frequency of trash bar cleaning at Salem to once per day.

The process of cleaning the trash bars is a slow, cumbersome process that involves heavy equipment and approximately four people (including a

  • security guard).

A large mechanical rack must be located over the trash bars and lowered to the bottom of the bars.

This has to be done a number of times at each of the twelve trash bars.

Depending on the debris load, this can take an eight hour shift or longer.

This activity occurs at the beginning of the day shift when adequate station forces are available.

If this procedure were to be done twice in one day it would require the assignment of additional station personnel to the second shift.

The data available to date does not suggest higher numbers of specimens being collected during the evening hours.

Delete the requirement to clean the trash bars at Hope Creek once per day.

No specimen has ever been collected or observed at Hope Creek.

The intake at Hope Creek is not similar to the Salem Circulating Water Intake structure where the specimens have all been collected.

The Hope Creek intake is very similar to the Salem service Water Intake Structure and no specimens have ever been collected or observed there either.

Delete from the reporting form (Appendix II) the requirement to report the intake velocity.

This parameter is not routinely collected and due to the complex hydrodynamics of the intake a single point measurement would not be representative of the events involved at the time of the impingement.

If the animal was impinged underwater and worked its way to the surface, there would be no way to know where the specimen was originally trapped and therefore the velocity could not be measured at the appropriate location.

Please modify the heading "Results of necropsy (include stomach contacts)" by adding "if available at the time of the report or as soon as possible."

Any necropsy performed is done by the Marine Mammal Stranding Center and the Company cannot ensure that this work will be done within the thirty day reporting requirement.

The Company is supportive of NMFS efforts to protect threatened and endangered species and looks forward to working with them in the future.
