Public Service Electric and Gas Company P.O. Box 236, Hancocks Bridge, NJ 08038 609-339-4700 Vice President - Nuclear Engineering FEB 1 2 1991 NLR-N90209 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:
REVISION TO COMMITMENTS REGARDING RADIATION MONITORING SYSTEM MODIFICATIONS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 PSE&G is revising its implementation schedule and commitments to modification projects for the Radiation Monitoring System (RMS) as stated in Inspection Report 50-272/89-10; 50-311/89-09, noted LERs and Special Reports.
As a result of additional review and evaluati9n of the material condition of the existing Unit 2 and Unit 1 RMS, the required scope to resolve current equipment defects and future problems with aging obsolete components is much larger than originally envisioned.
Therefore a re-evaluation of the project was considered necessary to ensure the best approach will be adopted which has impacted the existing schedule.
The commitment to install voltage regulators to prevent channel spiking can not be implemented as originally scheduled.
Additionally, the original project commitment has been modified from replacing the existing non-regulated power supplies with voltage regulators to installation of an Uninterruptible Power Source (UPS).
The corrective action commitment to replace the RMS Central Processing Unit (CPU) and those monitoring systems that actuate ESFs is being re-evaluated and therefore the original schedule for these long-term projects will not be met.
Alternatives have been developed that will provide acceptable resolution of RMS and power supply problems and better utilize available resources.
Evaluation of the RMS project upgrade alternatives was completed in December, 1990.
Upon completion of the RMS upgrade project review the appropriate approach will be approved.
PSE&G will notify the.NRC of the 1final decision, project scope and implementation schedule by the end of March, 1991.
