SUPPLEMENTAL INFORMATION REQUEST FOR AMENDMENT SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 On January 3, 1991, Public Service Electric and Gas Company (PSE&G) submitted a request for amendment to Technical Specification Bases Section 3/4.2.1.
This request removed reference to a second AFD Monitor Alarm.
Based on conversations with Mr. J. Stone, the NRR Project Manager for Salem, we are providing a description of our method of recording AFD values per Surveillance 4.2.1.1.
Salem procedure SP(O) 4.2.1.1 is used to record AFD values and track AFD penalty minutes.
All instances of alarm actuation and clearing are recorded.
When the AFD Monitor and Monitor Alarm are operable and a valid AFD alarm is received, the operators identify which channel(s) are outside of the target band and record appropriate data.
With only one channel outside the target band, operators record data on an hourly basis until the alarm clears.
Penalty minutes are not accumulated for orie channel.
If two or more channels simultaneously exceed the target band, operators will record data hourly and begin assessing penalty minutes.
As alarmed channels clear, operators record associated times, calculate total number of penalty minutes, and determine if any actions are required per Technical Specifications.
Hourly recording continues until a clear 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period is achieved (i.e., all channels within the target band and all accumulated penalty minutes gone).
During periods of AFD Monitor or Monitor Alarm inoperability, operators record pertinent data once per hour for the first 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of inoperability, and every 30 minutes thereafter.
