PROCESS FOR RANDOMLY TESTING INDIVIDUALS WITH INFREQUENT ACCESS SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. 50-272, 50-311 AND 50-354 The NRC staff conducted an inspection of the Public Service Electric and Gas Company (PSE&G) fitness-for-duty (FFD) program during March 12-15, 1990.

That inspection questioned PSE&G's process for randomly testing persons with infrequent access.

This issue remains unresolved pending NRC evaluation of our corrective actions.

The inspection report requested NRC notification of any changes to our process for randomly testing persons with infrequent access.

This letter describes our revised process and satisfies the notification requirement.

Individuals permanently assigned to Nuclear Department facilities are available for random testing.

All other individuals granted unescorted access must either:

access the site protected areas at least once every 60 days, or make themselves available for random testing.

Failure to comply with these requirements will result in loss of unescorted access.

Affected individuals must satisfy all normal access requirements to regain unescorted access.

Our revised policy begins March, 1991.
