REQUEST FOR EXEMPTION FROM SCHEDULAR REQUIREMENTS OF 10CFR50.48(d)
SALEM GENERATING STATION UNIT NO. 1 FACILITY OPERATING LICENSE NO. DPR-70 DOCKET NO. 50-272 In accordance with the provi:.*Lons of 10CFR50, Appendix R, Public Service Electric and Gas Company (PSE&G) has received approval from NRC to implement modifications to Salem Generating station for alternative compliance to Section III.G.2 of that rule.
These exemptions were approved via Safety Evaluation Report (SER) dated July 20, 1989, and include a requirement to install 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> barriers between redundant safe shutdown circuits in specific fire areas.
The modifications are proceeding concurrently at both Salem units in accordance with License Condition 2c(10) (a) dated May 20, 1981 for Unit 2 (Docket No. 50-311) and are done on an area by area basis.
Approximately 4500 feet of cable protection is affected.
Determination of which cables are to be wrapped is impacted by calculations on additional cable tray loading and affects on current carrying capacity of cable.
Cable re-routing may need to be implemented if calculations indicate deficient margins.
This project includes both outage and non-outage work (done during outage and non-outage periods) and is considered to fall under the specific requirements of 10CFR50.48(d).
The provisions of this section would require a project completion date by the end of the next refueling outage currently scheduled through April 1991.
This end date is based on the SER date of July 20, 1989.

JAN 1 7 t9!U' NLR-N90240 Because of the large scope of this project, PSE&G does not expect to complete this effort until July 1992.
Appropriate compensatory measures are currently in ~~ffect to assure plant safety.
All other fire protection projects are proceeding on schedule and are expected to be completed within the schedule requirements of 10CFR50.48(d), previous commitments, and license conditions (See NLR-N90230/December 28, 1990).
It is PSE&G's position that an equivalent level of fire protection is in affect and will remain in affect at Salem Generating Station through compensatory measures to allow an extension to schedular requirements of 10CFR50.48(d).
PSE&G requests that a schedular exemption be granted until August 1, 1992.. At which time, both units' installations are expected to.. be complete.i:-.. _,
,;qf.'~.,..,Y The requested exemption from 10CFR50.48(d) schedule requirements has been reviewed and determined not to be in conflict with other legal requirements, does not present an undue risk to the public health and safety, and is con~istent with the conu~on defense and security.
This exemption request, therefore conforms with requirements of 10CFR50.12(a) (1).
In addition, "special circumstances" exist for the exemption in that the exemption provides only temporary relief from Appendix Rand 10CFR50.48(d).
