~RESSURIZER SURGE LINE THERMAL STRATIFICATION SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric & Gas Company (PSE&G) hereby submits a change in schedule for responding to NRC Bulletin 88-11, Pressurizer Surge Line Thermal s~ratification.
In order to complete the required analysis, PSE&G is committing to a new submittal date of May 15, 1991.
This delay has been necessitated to complete Westinghouse Owners Group (WOG) and plant specific activities.
These activities are detailed below.
In order to address the issue of surge line thermal stratification and respond to NRC Bulletin 88-11, the WOG implemented a p*rogram to generically evaluate the effects of stratification on surge line integrity.
This bounding evaluation compares WOG plants to those for which a specific analysis had been performed.
Since this evaluation provided less than full design life verification, a Justification for Continued Operation (JCO) was developed for-use by each of the WOG plants.
This JCO was* reviewed and accepted by the NRC.
Subsequent to the bounding evaluation and generic JCO, the WOG performed a generic detailed analysis on groupings of plants based on their similarity of response to thermal stratification.
The results of this generic detailed analysis demonstrated that.the original JCO basis was still valid for Salem Units 1 and 2.
This report was reviewed by the NRC and accepted for reference by WOG plants in a review conducted by the NRC.

Although the plant specific program was initiated prior to November 1990, completion could not be planned until NRC feedback on the detailed analysis was obtained.
As discussed with the NRC at the November review~ a delay in the schedule to allow for completion of on-going work, review by appropriate parties, preparation of transmittal 'and submittal of reports, a.
change in schedule is needed. As stated above, we re.quest a date of May 15, 1991.
Westinghouse is schedule to complete its analysis March 30, 1991.
The additional six weeks will allow sufficient time for PSE&G to review and approve the analysis.
