REQUEST FOR AMENDMENT SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 In accordance with the requirements of 10CFR50.90. Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station (SGS), Unit Nos. 1 and 2.

Pursuant to the requirements of 10CFR50.90 *(b) (1), a copy of this request has been sent to the State of New Jersey as indicated below.

The proposed change requests deletion of the Axial Flux Difference (AFD) Monitor second alarm description from the Bases Section of the Technical Specifications.

PSE&G believes that the proposed change includes adequate technical justification to conclude that a detailed specialist review should not be required, and that the proposed change can be classified as a Category 2 change. contains further discussion and justification for the proposed revision. is a markup of the existing Technical Specification to reflect the requested ch~nges.

PSE&G has reviewed the implementation requirements for the proposed amendment and requests a 60 day period from amendment approval to implementation.

PROPOSED LICENSE CHANGE SALEM GENERATING STATION UNIT NOS. 1 AND 2 ATTACHMENT 1 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 I.

Description of the Change LCR 90-18 Revise Salem Unit 1 and 2 Technical Specification Bases Section 3/4.2.1, by removing reference to a second AFD Monitor Alarm.

II.

Reason for the Change The AFD time counters and associated alarm function were previously removed from Unit 2.

The Unit 1 time counters and alarm function are scheduled for removal during the next refueling outage.

The proposed change accurately describes the existing plant configuration within the Bases Section of the Technical Specifications.

III. Justification for the Proposed Change The AFD time counters were designed to initiate an alarm, when the AFD accumulated time penalty exceeded 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> during any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period.

This feature has not performed as originally designed.

Upon receipt of an AFD alarm, the Operators monitor and record the time AFD is outside of the Technical Specification limits, per Surveillance 4.2.1.1.

The Technical Specification requirements are met by manually tracking the accumulated time penalty without reliance on the AFD 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> alarm feature.

The inoperability of this timer does not affect any control functions or operating conditions.

The timer was only designed to provide an automatic tracking function.

This tracking function is currently performed manually, per the Technical Specification surveillance procedure.

IV.

Significant Hazards Analysis Consideration The proposed change to the Technical Specification Bases:

1.

Does not involve a significant increase in the probability or consequences of an accident previously evaluated.

The inoperability/deletion of the timer only affects the AFD Monitor second alarm, which tracks accumulated AFD time penalty.

The second alarm has no control functions.

Plant operators begin monitoring and recording AFD values upon receipt of the initial AFD monitor alarm (i.e., AFD outside the Technical Specification Target Band) per Technical Specification surveillance Procedure SP(O) 4.2.1.1.

The inoperability/deletion of this timer does not change any operating parameters or conditions.

Therefore, it may be concluded that the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

Does not create the possibility of a new or different kind of accident from any accident previously evaluated.

The proposed change does not adversely affect the design or operation of any system or component important to safety.

Administrative controls are utilized in-place of the automatic alarm feature, as allowed by Technical Specifications.

New operational configurations will not result from this change.

Therefore, it may be concluded that the proposed change does not create the possibility of a new or different kind of accident from any previously evaluated.

3.

Does not involve a significant reduction in a margin of safety.

The present margin of safety is maintained, since no operations parameters or conditions have been changed.

The AFD Monitor second alarm was designed to provide an automatic tracking function, and does not affect plant safety.

Therefore, it may be concluded that the proposed change does not involve a significant reduction in a margin of safety.

v.

Conclusions Based on the information presented above, PSE&G has concluded that the proposed change to the Technical Specification Bases satisfies the criteria for a no significant hazards consideration.
