SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. 50-272, 50-311 AND 50-354 This is in response to your letter dated October 9, 1990, that transmitted the SALP Report and requested Public Service Electric and Gas Company (PSE&G) to provide written comments.
PSE&G is in agreement with the technical content of the Report, with the exception of one minor editorial change.
The Reactor Scrams and Unplanned Shutdowns section of the Hope Creek SALP incorrectly stated, under item number 2, that a similar failure and scram occurred in 1986.
The correct date is August 26, 1988.
Regarding the Board Recommendations and areas of weakness contained in the Salem SALP, PSE&G is currently involved in implementing both short and long-term actions to improve overall performance.
We believe that the short term actions already implemented, or in the process of implementation, will yield positive results during the upcoming year.
Our longer term efforts are focused on addressing large scope projects such as:
Plant Materiel Condition, Procedure Upgrade and Spare Parts/Procurement.
We have also enhanced our management strategy.
The responsibility for these large scope/long-term projects has been removed from line managers involved in the day-to-day station activities.
PSE&G has initiated programs and committed the necessary resources to improve the Salem Station.
We are monitoring our progress closely and expect to see positive results.
