RESPONSE TO GENERIC LETTER 90-03 HOPE CREEK AND SALEM GENERATING STATIONS DOCKET NOS. 50-272, 50-311, AND 50-354 PSE&G hereby submits its response to Generic Letter 90-03, dated March 20, 1990, concerning the relaxation of the staff position in Generic Letter 83-28, item 2.2 part 2 "Vendor Interface for Safety-Related Components".
PSE&G established an annual vendor contact program in response to a May 6, 1983 NRC Order following the Salem Reactor Trip Breaker (ATWS) Event.
Our response to the ensuing Generic Letter 83-28 referenced our previous correspondence with the Commission.
Along with implementation of a vendor contact program, the PSE&G Controlled Vendor Document Program included each of the elements described in INPO's Vendor Equipment Technical Information Program (VETIP).
In addition, a focal point was established within the Nuclear Department for receiving and processing uncontrolled vendor technical information and automatic receipt and distribution of technical bulletins and service advisory letters from vendors.
PSE&G subsequently reevaluated the Controlled Vendor Document
.Program utilizing INPO Good Practice MA-304, consultation with INPO personnel, and reviews of other utilities' vendor manual programs.
This resulted in a stronger program, however it was found that with respect to the vendor contact portion of the program:

A reluctance existed on the part of vendors to participate in vendor contact programs.
- 2)
The majority of information received from vendors is for new products or information currently contained in the manuals and not information to modify or upgrade existing manuals.

SEP 2 4 1990 Therefore, since the vendor contact portion of the program yielded a decreasing amount of useful technical information it was discontinued.
In its place a program was initiated whereby the major safety-related equipment suppliers provide PSE&G with input regarding operating experience and reportability issues for supplied equipment.
This programmatic change was described to the Commission in License Change Request 86-11, dated December 10, 1986.
As such, the clarifications provided in GL 90-03 have minimal impact upon our vendor interface program.
To further enhance our program, additional pro-active measures have recently been taken through a management directive intended to strengthen the communication link with vendors who supply technical information to PSE&G.
This directive addresses:
Vendor Technical Documents for installation, operation and maintenance of the equipment supplied.
These include drawings, calculations, manuals, specifications, tables, and memoranda.
Operating Experience Documents which describe problems identified by the vendor during plant operation and maintenance experiences.
Examples include service letters, technical bulletins, etc., that describe equipment/component failures or system design problems (ie: 10CFR Part 21 issues).
Procurement Documents including normal purchasing documentation vendors provide with safety-related components.
PSE&G will continue to look for areas where it can improve its program of vendor-supplied information through involvement with industry-sponsored initiatives as well as working groups pertaining to controlled vendor documents.
