SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE _(SALP)

SALEM AND HOPE CREEK GENERATING STATIONS -

DOCKET NOS. 50-272, 311 & 354 This is in response to your letter dated August 9, 1989, that transmitted the SALP and requested Public Service Electric and

  • Gas Company (PSE&G) to provide written comments.

PSE&G is in agreement with the technical content of the SALP with the exception of the minor editorial changes to the Emergency Preparedness and Security sections that we identified at the SALP Meeting of August 15, 1989.

Regarding the Board Recommendations and other areas of weakness contained in the Salem SALP, PSE&G is currently involved in implementing short and long term actions to improve overall performance. We believe that the short term actions, already implemented or in the process of being implemented, will produce positive results during the balance of the year. Our longer term efforts are focused on the assessment of deeper organizational issues within the Nuclear Department, such as, relationships and behaviors which appear to inhibit good performance. We believe that the outcome of this effort will identify and address the underlying sources of the weaknesses in performance delineated in the SALP report.

As agreed at the SALP meeting held on August 15, 1989, we will meet with the Regional Administrator and his staff in late*

October 1989 to present our integrated strategic plan for improving operational performance at Salem Generating Station.
