EMERGENCY LICENSE CHANGE REQUEST, REVISION 1 TECHNICAL SPECIFICATIONS 6.2.2.g and 6.3.l SALEM GENERATING STATION, UNITS 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 In accordance with the requirements of 10CFR50.90, Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2, respectively.
In accordance with 10CFR50.91 (b) (1) requirements, a copy of this request has been sent to the State of New Jersey.
On August 29, 1989, PSE&G submitted a request for temporary relief to the requirements of Technical Specification sections 6.2.2.g and 6.3.1, to permit a specific individual (V. Polizzi) to assume the active duties of the Operations Manager, without currently holding a Senior Reactor (SRO) License, for a period of 18 months.
Based on conversations with Mr. J. Stone, the NRR Project Manger for Salem Generating Station, we are revising our submittal to clarify the time frame for the designated candidate obtaining an SRO license.
As discussed in our previous letter, this amendment request is similar in intent to a request submitted and approved for the Peach Bottom Atomic Power Station, Units 2 and 3 in August 1987. includes a description, justification and significant hazards analysis for the proposed change.
Attachment 2 contains the Technical Specification pages revised with pen and ink changes. Attachment 3 contains the Technical Specification pages with the changes incorporated.

- I PROPOSED LICENSE CHANGE SALEM GENERATING STATION UNIT NOS. 1 AND 2 ATTACHMENT 1 LCR 89-11 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 I. Description of Change Temporarily modify Salem Unit 1 and 2 Technical Specification sections 6.2.2.g and 6.3.1, to permit a specific individual to assume the active duties of the Operations Manager, without currently holding a Senior Reactor Operator (SRO) license, for a period of 18 months.
II. Reason for the Change The requested change would suspend, on a temporary basis, the requirement that the Operations Manager hold an SRO license.
The proposed change would allow an individual, who is currently serving as Nuclear Electrical Engineering Manager, to assume the position of Operations Manager prior to obtaining an SRO license for the Salem Generating Station Units 1 and 2.
The position change is being implemented to strengthen and enhance the management of the Salem facility.
The Technical Specification change is requested on a temporary basis, so that it will be effective only between the time that the intended Operations Manager assumes active duties and obtains an SRO license. The intent of the change is that (1) it would only apply to the designated individual, (2) it would be in effect a maximum of 18 months and (3) the designated individual would obtain an SRO license within the 18 month period.
III. Justification for Change The conduct of operations at Salem Generating Station is managed through a Plant Manager, Operations Manager, (2) Operations Engineers (one per each Salem Unit) and Shift Supervision.
The proposed Operations Manager does not currently hold an SRO license.
Both Operations Engineers and Shift Supervision are licensed at the SRO level.
PSE&G is in the process of implementing management changes to improve operation of the Salem facility.
A highly experienced, previously SRO licensed individual has been designated to assume the position of Operations Manager.
It is intended that this
. 1 individual assume the day-to-day duties and responsibilities of, the Operations Manager.
In order to implement this aspect of the Salem management changes as expeditiously as possible, and since this individual is otherwise qualified to assume and perform the duties of the Operations Manager, a temporary change to the Technical Specifications is requested.
The designated Operations Manager, in conjunction with the (2) licensed Operations Engineers, provides adequate management of operations through the shift supervision until the candidate obtains an SRO license.
A summary of the candidate's extensive education, training and work experience is attached.
The following accomplishments are highlighted: received Bachelor of Science Degree in Mechanical Engineering from Villanova University; completed the Navy Nuclear Power Program and served as an Engineering Officer of the Watch on an operating submarine; previously licensed at Salem Generating Station Units 1 and 2 at the SRO level (LIC. No. 4012 effective 7/22/81} and served as a Shift Supervisor for 2.5 years; served in several management positions within PSE&G; registered PE in N*ew Jersey (license no.GE32071}.
Considering the candidate's extensive qualifications and that he was a previous SRO license holder at Salem, it is expected that the he will successfully obtain an SRO license within the 18 month requested period.
The education and experience qualifications of the intended Operations Manager, which exceed the minimum requirements for the position as specified in ANSI NlS.1-1971, more than compensate for the lack of a current SRO license, and consequently support the temporary amendment request.
Based on the candidate's extensive experience and training in nuclear power, the fact that he has already demonstrated the ability to obtain and maintain an SRO license at Salem, that the (2) Operations Engineer positions are and will be staffed by individuals who maintain SRO licenses as required by the Technical Specifications, PSE&G believes that permitting the candidate to assume the position of Operations Manager, by granting the temporary relief proposed herein, will not adversely affect the safe operation of the Salem Generating Station.
IV. Significant Hazards Consideration The proposed changes to the Technical Specifications:
- 1. Do not involve a significant increase in the probability or consequence of an accident previously evaluated.
- I The individual who is intended to succeed the current Operations Manager has held an SRO license at the Salem Generating Station Units 1 and 2.
Both Operations Engineers maintain SRO licenses, thus meeting ANSI N-18.1-1971 requirements for managing operations.
- 2.
Do not create the possibility of a new or different kind of accident from any previously evaluated.
The lack of an SRO license on the part of the Operations Manager, unlike a procedure or design change, is not a potential new accident precursor.
- 3.
Do not involve a significant reduction in a margin of safety.
The candidates education, previous training and experience more than compensate for the present lack of an SRO license.
Adequate compensation is provided through the function of the Operations Engineers, who maintain SRO licenses as required by the Technical Specifications.
V. Bases for Emergency Circumstances PSE&G is in the process of implementing several management changes to improve the operation of the Salem Generating station.
The Operations Department is a significant contributor to the overall safe operation of the facility.
Previous unforeseen personnel changes have resulted in the best candidate for the Operations Manager position presently working outside of the Operations Department.
As such, this individual does not currently possess an SRO license.
PSE&G could not have foreseen the circumstances that resulted in the present situation.
VI.Environmental Impact Appraisal Employment of the proposed change will involve no change in effluent types or total amounts.
The change does not involve an increase in power level.
Therefore, PSE&G concludes that the proposed change involves no significant environmental impact and should be excluded, pursuant to 10CFR51.22, from the need for NRC preparation of an environmental impact statement and environmental impact appraisal.
VII. Conclusions Based on the information presented above, PSE&G has concluded that the proposed changes satisfy the criteria for a no significant hazards consideration and hereby request that the Commission expeditiously amend Facility Operating Licenses DPR-70 and DPR-75 as requested.
