SUPPLEMENTAL RESPONSE TO NRC BULLETIN 88-10 SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. ~0-272, 50~311 AND 50-354 In a letter dated April 3, 1989, Public Service Electric and Gas Company (PSE&G) indicated that molded-case circuit breaker traceability investigations pursuant to NRC Bulletin 88-10 were continuing and that the results of these investigations along with the results of circuit breaker testing performed to date

. would be provided in June 1989. The results of these efforts are presented below.

The total number of affected molded-case circuit breakers in stock is 389. This number has changed from the 474 circuit breakers indicated in the April 3, 1989 letter, as further investigation revealed that 85 of the originally identified breakers were not used in safety-related applications due to administrative controls in place.

At this time 284 (73%) of the 389 circuit breakers have been determined to be traceable to the circuit breaker manufacturer (CBM). A traceability determination was made for those circuit breakers received directly from the CBM or those circuit breakers received from a "Class 1 11 supplier. Class 1 suppliers are those which operate under a 10CFR50 Appendix B - qualified QA program.

PSE&G has performed periodic QA audits of these suppliers to verify continuing adherence to these approved QA programs. Of the 105 remaining circuit breakers, 17 are still undergoing a traceability documentation review.

The remaining 88 circuit breakers have been determined not to be traceable to the CBM and have been included in the testing program in accordance with NRC Bulletin 88-10, Attachment 1. To date, 50 circuit breakers have been tested and the results are undergoing detailed engineering evaluation.

Attachment 1 is an information summary, prepared for those*

circuit breakers that could not be traced to the CBM in accordance with Action Item 1 (c)" of the subject bulletin. This summary will be updated and transmitted with the final test results when the traceability reviews have been completed for the remaining 17 circuit breakers.

  • The PSE&G letter dated April 3, 1989 stated that we expected the traceability reviews to be completed by June 1, 1989. PSE&G has not met this target date due to the amount of support required from sources external to the company. As indicated above, the final results of PSE&Gs traceability reviews will be included with the final test results. As discussed in our April 3, 1989 letter, affected molded case circuit breakers for which traceability could not be confirmed have been appropriately tagged to prevent their use in safety-related applications while investigation into their traceability continues.

Testing will continue until all non-traceable circuit breakers in stock have been tested. The test population may increase as the remaining traceability investigations (17 circuit breakers) are completed. It is anticipated that circuit breaker testing will

  • be completed by September 1, 1989. PSE&G will submit the final test results by September 29, 1989.

Of the 389 affected molded-case circuit breakers in stock, it should be noted that none have been traced to the suppliers identified in Bulletin 88-10 and Information Notice 88-46.
