LOCKED ROTOR ANALYSIS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 May 4, 1989 NLR-N89098 This letter is to inform you that Public Service Electric and Gas Company (PSE&G) agrees to modify the fuel failure criterion for a single primary coolant pump locked rotor event.
This event is discussed in UFSAR Section 15.4.5, and currently uses a fuel failure criterion of a peak clad temperature of 2700°F.
As a result of the NRC staffs' review of PSE&G's Vantage 5 Hybrid Fuel License Change Request, PSE&G agreed to the NRC's request to perform a locked rotor analysis using the fuel failure criterion of a 95/95 DNBR limit.
This analysis will be completed by September, 1989 and the results will be incorporated into the 1990 Salem UFSAR update.
