ATTACHMENT FOLLOW-UP RESPONSE TO BULLETIN 88-04 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 The recirculation flow rates for the RHR and SI pumps have been reviewed by the respective manufacturers.

Ingersoll-Rand has provided direction for both short and long term operation of the RHR pumps.

Recirculation flows as low as 450 to 500 gpm are acceptable; however, a maximum time limitation of three, (3) hours in any 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
period should be established.

The minimum required flow for continued RHR operation exceeding 3 hours3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
is 2000 gpm.

Operating procedures II-6.3.2 "Initiating Residual Heat Removal" and II-1.3.6 "Mid-loop Operation" shall be revised to include direction to maintain a minimum of 2000 gpm flow for continued RHR operation.

The emergency, abnormal and normal operating procedure will include a caution to avoid placing the RHR pumps on recirculation for more than three (3) hours in any 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
period.

RHR pump operation shall be logged to provide data for an operational history review.

This shall include starts, stops*,

time on recirculation and continuous flow conditions.

This information will be used to establish a practical service limit and inspection frequency.

Pacific Pumps review of the recirculation requirements for the Safety Injection pumps confirmed that the original specified flow rates are acceptable.

The results of these reviews support the original Bulletin 88-04 response that justified the continued operation of Salem Generating Station.

Therefore, the procedural changes and the data/history review are the only additional changes that will be performed outside of the original response.
