RESPONSE TO NRC BULLETIN 88-10 SALEM GENERATING STATION UNIT NOS. 1 AND 2 HOPE CREEK GENERATING S~ATION DOCKET NOS. 50-272, 50-311, AND 50-354

Public*- service Electric--and-Gas=-company-(PSE.&G) _has -receivea--:J:he :---~- ~---

subject NRC Bulletin regarding potentially nonconforming molded-case circuit breakers. Reporting Requirement 1 of the bulletin requested operating licensees to submit a report outlining the progress achieved in responding to the bulletin Action Items.

In accordance with Action Item 1 of the bulletin, PSE&G has identified a total of 474 molded case circuit breakers in storage*

which were or may have been designated for use in safety-related applications. To date, 201 qf these circuit breakers have been traced to the circuit breaker manufacturer (CBM). The remaining circuit breakers have been tagged so that they may not be used in safety-related applications while the investigation into their traceability continues. The attached table presents a

  • preliminary list of those circuit breakers which have been determined not to be traceable to the CBM. The circuit breakers listed on this table represent those for which preliminary information received from the vendor has not enabled traceability to be determined. Inclusion in this table does not preclude a future possibility of traceability determination via subsequent vendor-supplied information.

The traceability investigations with regard to the remaining 248 circuit breakers are ongoing. Inquiries have been sent to associated vendors and PSE&G is awaiting their responses. PSE&G expects the information to be received and the traceability reviews to be completed by June 1, 1989. A complete information summary for those circuit breakers that could not be traced to the CBM will be supplied at that time.

In accordance with Action Item 3 of the bulletin, testing of those circuit breakers identified in the attached table will commence shortly. Test procedures have been completed and a test facility readied for circuit breaker testing in accordance with 8904110193 ~§868~72 PDR ADOCK PDC Q

Document Control Desk 2 NLR-N89061 NRC Bulletin 88-10, Attachment 1. Trial tests have indicated that the use of the test rig will enable a determination of compliance with the Bulletin test program requirements. Other circuit breakers which are later determined not to be traceable to the CBM will be scheduled for testing at that time.

Since the traceability determinations have yet to be completed and testing has yet to commence, PSE&G will not make a commitment to perform the five-year review identified in Action Item 4 of the bulletin at this time. The need to perform this review will be assessed upon completion of the traceability review and evaluation of the testing program results. Action Item 5 will be addressed if a commitment is made to implement Action Item 4.

In accordance with Action Item 6 of the bulletin, PSE&G will maintain the_ inLo_nnation genera1:,e_d__ in response to this bulletin for a period--of--5-years after completion of-the-requested~---~:_

actions.
